The Tax Forgiveness Board has been formed by an ordinance of the City of Monessen. It allows you to make application to a board in applying for forgiveness of old delinquent taxes. Prospective applicants are encouraged to find blighted property and contact the owner to determine if ownership is possible before applying.
The premise is to be forgiven of delinquent taxes should you purchase the property. This requires you as a new owner to have the resources including both significant money and skill in managing the rehabilitation of the home and obtaining an occupation permit within one year. This should not be underestimated as most of the blighted property will require 10’s of thousands of dollars and many hours of labor to accomplish this.
It is advised you contact Mayor Ron Mozer at 724-684-9000 ext 103 or Mike Korposh, the City Administrator at 724-684-9000 ext 100 before you enter into final agreement. We would be happy to work with you as you work your way through the system. It is to our advantage to see blighted property restored and become inhabited and then contributes to our city tax base. It also saves us money since we no longer would need it to be demolished. Beware, once you acquire the property you become responsible for the taxes unless you complete the tax forgiveness program successfully.
Where do you start? The county maintains a list of repository properties. Repository properties have been thru the entire life cycle and are offered by the County with permission of both the City and the School District for sale. These properties are generally sold for a few 100’s of dollars. These properties will be void of any taxes and liens, except for possible federal liens. A title report is still strongly urged. Properties acquired from the repository do not need to pursue the tax forgiveness process since their will be no back taxes due but you will be responsible for future taxes.
We have prepared a list of potential properties that are thought to be vacant and perhaps the owner may be eager to sell at a very low cost to clear obligations of delinquent taxes they face.
There is a major program in place to remove much of the blighted properties in Westmoreland County including well in excess of 200 in Monessen. For this reason, you should be diligent and identify any property you think you can rehabilitate in a timely fashion.
